Victoria Dean is a qualified lawyer specializing in commercial transactions, banking and financial services, and environmental, agricultural, land and employment matters. She has over 20 years’ experience advising clients in private practice in Zambia’s legal industry.
In March 2018, Ms. Dean was appointed by Zambia’s Minister of Lands to serve as the Deputy Chairperson of the Lands Tribunal. The Lands Tribunal operates as a circuit court and adjudicates over all land disputes in Zambia. In 2015 she was appointed non-Executive Director of a local commercial bank in Zambia serving as Chairperson of the Strategy Committee and member of the Risk and Credit Committees.
In 1999 she completed her LLB with the University of London followed by a Master of Laws (LLM), in 2013 (specializing in environmental and international economic law). A commercial transactions lawyer experienced in corporate, commercial and investment law, Nakasamba provides legal advisory services to domestic and international clients on diverse areas of Zambian law. Her practice includes noteworthy mergers and acquisitions and competition law. Nakasamba also takes an active role in policy debate, legislative review and formulation of competition laws through her interaction with the competition authority and her membership and involvement with the International Competition Network.

Ms Liebenthal started her career as an attorney with Simpson Thacher & Bartlett LLP in New York City where she completed transactions totalling in excess of US$25 billion in the areas of syndicated loans, acquisitions, securities offerings and private equity. In Zambia, her focus areas have been banking, financing, acquisitions, commerce, and company law. She also has experience in banking as the former Chief of Staff of Barclays Bank Zambia.
Namaala holds a Juris Doctor from the University of Virginia School of Law and a Bachelor of Science in Commerce (Finance) from the University of Virginia’s McIntire School of Commerce with a Minor in Economics.
